My guess is that they use two small(er) caps instead of one HUGE cap to save space. Now caps have evolved to be smaller, so they don't need to be wired in pairs like these.
What I don't get is why is the PC socket bypassed yet there is a PC socket?? The socket is completely disconnected. Why is there a PC socket THERE if it's just disconnected?
they probably buy a WHOLE lot of them...and some places they use the PC socket, and other places they don't, and they do not know how many is always hot, and how many are remote PC....so it's easier and time saving to buy all identical number of fixtures in ONE order then just change the wiring at the site. Also it's useful if there was a change in wiring...
Where I live the older fixtures have no internal photocell...and if they changed a row from group relay to individual PC and most of them are newer fixtures...and some without internal PC would dayburn....then it will get removed and scrapped just because it has no PC socket....that was the reason why MY OV-12 was removed....
Wouldn't the holes in the PC socket make water leak in the fixture? Like if you had no PC the watter would seep through the little holes and get into the fixture, and potentially ruining the fixture..
It likely had a PC installed in the receptacle My OV25 had the PC recep disconnected, but it had a PC installed. Usually contractors buy lights with PC receptacles and just disable them or install a shortign cap. How long have shortign caps been around? As long as PCs?
in MD state lighting the SHA lighting, a lot of the OVX and other fixtures used for MD state highways have shorting caps for the group relay setups...some of them are just flat shorting caps while others are really HUGE (bigger than normal PC) shorting caps! Not a fan of the BIG shorting caps though...
This needs a nice cleaning. The door is dirty (on the inside) And there is dirt like everywhere in this xD I am gonna put a new gasket in this too. I wish the reflector was in better condition that it is. At least this one doesn't have bullet holes LOL. xD
When did Westinghouse start to use the paper tags instead of the metal ones?

In Bailey they use shorting caps, well most of the lights are just normal PC's with tape over the window.
