I remember seeing a lot of those kind of poles with the arm adapter exactly like this outside of Chicago area!

another thing guys when you mount your street lights on an arm besides a regular arm what could i use?

These square concrete poles are common in Florida, but the arms are different (usually tapered ellipticals or upsweeps like those on wooden poles but with a different bracket to fit onto the flat surface of the pole).
