You can count in the walk interval if the pedestrian cycle is consistent and/or pre-timed. Counting in walk doesn't work in coordinated, actuated, or walk rest applications

Really? I find that to be rather interesting, because there is this signalized intersection in my area that I live in. Anyway, the pedestrian signals that face the side street are always actuated. If you push a nearby pedestrian push button, then the walk-man will appear. In addition to that, the timer will appear next to him. Begins at 22 if I recall correctly. It then changes from the walk-man to the flashing hand at around 18 seconds.

Yes but its not resting in walk in a coordinated-actuated state. Without calls the walk would stay on indefinitely letting the counter reach 0 and ending without ever going to the flashing don't walk state. Also if a call cuts into the walk rest time (or if the walk time is forced off in coordination) then the counting numbers will become erratic and jump between the walk interval and the flashing interval. Example: If walk is resting and counting 30-29-28-27...and a call (or coord force off to another phase) is placed in that time frame, if the ped clearance time is only 18 seconds, then you'd get 27-26--18-17-16. Not too many places count in walk regardless of intersection design so it was pulled from the books to keep everything uniform
