Dayburning GE M-250R

This guy and another one just like it have been dayburning for as long as I can remember. The refractor is really brown and my camera accurately displays how green it is. There's no pole number so I can't report it either. The lamp is extremely dimmed out too.

UPDATE: This no longer works- by day or night. I'm betting it's the lamp, but apparently there's no street name and the poles aren't numbered. I'll have fun reporting these. One of the HPS lights is cycling too. I'm hoping the mercs are 100W MV since if they're 175W they have no hope of being kept up. The ITT 13 next to the new pole also doesn't work. It used to come on some nights (and it'd look like it was relamped) and others it wouldn't come on but now it never comes on. Maybe the PC has a short and the circut is open? The M-250R I'm betting it's the lamp. The other dayburning M-250R (with an even dimmer lamp) is still dayburning and the M-250A2 FCO after the ITT 13 still works, though very dimmed as well.
