Hmm. if one lamp fails, won't the other die too becuase of too much voltage and in turn kill the merc, as there will be no ballast?

Nope when it dies, everything will turn off because the current has to flow though the dead lamp in order to power everything else since they are wired in series. So when the filament breaks it will cut power to everything else.
