Those are very typical similar in Arizona and some parts of Kalifornia!
To avoid primaries...what does that mean???

Never seen a setup like that before.
I think Darren meant that the poles were like that to avoid hitting the power lines above them.

LOL looks like they mounted a davit pole on an angle on a smaller pole and bent to curve on the davit upward.
