"Flooded" Light

I am not surprised water got in this one. It's the halogen lamp with the glued on face on the reflector. What I was surprised is the fact this thing is 5 feet away from the edge of the roof. I am thinking someone grabbed this lamp from another fixture that's exposed to rain. The outside one's missing a lamp and the other lamp has the same face as this one. Why would someone grab a flooded lamp and put it in here?!?!?!? After the grocery store MV quest with the two morons. Nothing surprises me anymore on what people do when it involves lamps and electrical in general.
