To answer your question...yes, fixed signals were available in 1 to 4 directions. The unused sides either had a blank door (standard signal door, but no lens opening or visor holes machined onto it) or a sheet metal plate put over the housing opening. 1 way fixed heads were common in Washington State, some are still in service. I would assume they looked better than traditional heads...?
