Nice to still see this up. I remember it as a kid but haven't been down this way in years. I don't know if it works... yes, it's here in RI in the Cranston/West Warwick area.
yep any light you'll see here owned by the utility has it's original ballast, cap, igniter, etc since they never replaced anything except the whole fixture itself. the downside to it having its original gear is that it will be replaced with HPS without hesitation the next time it gets reported for a service call. i shure don't plan to report it!
It seems a small number of lights here got new lamps and ballasts during the early 90s HPS refit. Fixtures without provisions for a ballast (like clamshells) got replaced though.
I guess both has it's upsides and downsides though, a retrofitted fixture is more likely to stay in service longer (and is probably why we still have M-400s and B2217s in service), while a unretrofitted one is still all original inside.
