chewed wires, crazy day part 1

I was working on this after I discovered the breaker was tripped (2 pole breaker) and there is a tree that's way overgrown the pole and it looks like the cap at the top of the pole was missing and a squirrel fell in, then it was trapped and chewed the wires and got electrocuted causing a fault but not a dead short! After 3 mins the breaker would trip
Then I reset it after pulling the wires out and using what wasn't chewed up, still tripped! So I went to the next pole and the handhole cover was missing! Something had chewed up the wires in there too! After repairs I reset the breaker again and still tripped, so I went to the next pole base and there was another dead squirrel that had chewed the wires however they were damaged all the way down into where the wire goes into the cement base, I had to tape those up as best I could..finally the breaker didn't trip after that! I wrote it up as job complete but suggested the trees be removed and caps placed on the tops of the poles and that they get a re-wire from pole to pole and up to the shoebox(400W MH)

I changed a ballast in one of the other lights thinking it was part of the problem but was not
The wires in the pole are messed up too so its not working
