Radial Wave in Plymouth, Massachusetts!

This is in the middle of absolutely nowhere at Camp Cachelot in Plymouth, MA. NSTAR is the electric company in charge of this area.
The light is physically connected to the wires but it doesn't light at night. I'm not sure if the line isn't live or if the light has a dead lamp. This light used to be connected to a switch at one point but the switch has since been bypassed, giving the light 24/7 power, if it has power.
The next pole to the left has an old black transformer on it that powers this light, two 50W HPS Cooper OVZs, a garage-type maintenance building with a pair of dusk-to-dawn PAR lights on it, and an admiral's hat light to the right which also doesn't work. The power to this pole must be live because the OVZs work and the flooslight in the garage works. So unless I missed something this pole is live.
I couldn't see the PC too well but I'm pretty sure it was an 80s Fisher Pierce. The reason i say that is because I'm pretty sure the window was missing (which would be why this doesn't work if the lamp is good and it has power). When/if we go back, I'll bring binoculars and take a closer look.
