^I believe you are correct. But does 35 watts really need an ignitor? I had a 35 watt jelly jar fixture that I could have sworn had just the ballast only and never had a problem with it.
Devonte, yes its a ceiling fixture but this doesn't even come to meeting code as it is (at least its a ceramic socket), and yes this still does have an ignitor (built in to the ballast) but I'm not at all worried about it
I think it's to save space and avoid the hassle of wiring in a starter too. Oh and for these if the ignitor dies just disconnect the neutral wires from it and wire in a two wire ignitor and it should work.
