They probably used MV here so they wouldn't have to come back and change lamps for a VERY long time, seeing that you mentioned this is maximum security. My uncle is a prison guard in maximum security, but he works the graveyard shift when the prisoners are all asleep (or should be).
Definitely! Though honestly I think he'd rather work during the dy since he never gets to see anyone since he's basically opposite everyone else's schedule. He get's up a couple hours before everyone else goes to sleep and goes to sleep a couple hours after everyone else gets up at home. Those highmasts used to have regular highmasts, i think sag lens MH but now they're flood lights aimed down. Also, there are a bunch of these post tops but they haven't worked in a very very long time. The concrete poles are rotted out severely, to the point that the rust inner metal tube is very visible.
