I wonder if the 250W MV is slated for removal with the 100W HPS so close? There are lights like this near me too. Here's an example of two 250W HPS lights. The metal poles are RIDOT owned and the wood pole light is Ngrid-owned. This freeway used to have all NGrid-owned lights on metal poles like in your pic but the lights had PCs. There was no pole near the wood pole, since there was no need. When the state replaced the NGrid-owned lights with their own relay-controlled system, they still installed a light right where this one was for some reason. At the time, this light didn't work. I reported this light and now it works after not working in well over 10 years! Ironically, now that section of RIDOT metal poles doesn't work (they use fail-off PCs with the relays so that way 100 lights don't run 24/7 and hike up the electric bill when the PC in the relay goes) so this is the only light that does work now.
