This camera, like the modern IR and visible light digital traffic cameras, is to get the police information of traffic delinquents.
I have saw one of these old camera in action at dusk, because they have a xenon flash tube that flashes, once a driver do a traffic offence.
We have some of those exactly like this actually in my area....although a few got removed and upgraded and the other difference is painted green instead.
We have newer ones like that too, we also have an older type, all are used as red light cameras but what I find funny is theres a sign BEFORE the intersection telling you its there
Simple rerason for the sign - you cannot weasel out of paying because there was no notification.
Unfortunately the local police have stopped using them, due to weasel lawyers getting cases thrown out of court. Thus you have to stop at green lights just in case some f*&#^&g taxi driver decides to drive though at speed, like happened to me 8 times today, just to and from work.
