Nice find. These Perfect-A-Lamp fluorescents came in Perfecto brand aquarium tops. Their stuff was all Perfect-A-(whatever the item was)
T10's in general weren't all that uncommon to come across in aquarium lighting back in the day.

Yeah, that's where mine came from. A small 5 gallon sized Perfecto aquarium top.
