I guess he means that the flood has a CFL retrofit lamp installed that fits in the existing double ended halogen lampholders but wouldn't something like that mess up the optics that are designed for a compact light source?

Yes. This CFL retrofit the existing double ended halogen lampholder in this flood light. I guess that its beam angle is much more wide then with the halogen lamp, since it is much larger and covers the majority of the reflector.
The reflector now can only increase the light intensity from the lamp, but do nothing with the beam angle (Narrowing it somewhat).
At least, the floodlight is less glare.
