I saw here similar ones. I was fascinated why there are refractors in them. Looks a little bit strange but nice.

I've seen this type of fixture mounted on this kind of pole before instead of the ones without refractors in them.

I think the refractor is for Holophane effects and nothing else.
In fact the refractor will reduce the light intensity emitted from this lantern.
I even don't think if a refractor will improve something in this lantern.
Most of the lanterns of that style in Israel, haven't any optical things other then the protective glasses of the lanterns.

And these can have cobra head like refractors too
