Here's a pic of a truck mounted arrowboard that's mounted on most highway maintenance vehicles here, the lights that form the arrow head on this one are hidden behind two flaps on the left and right that opens up to show the head. There's also a solar powered stationary version of this that's mounted on a towable trailer in use here too.
I guess you are means to a blocked lane sign. Here is my picture of an equivalent sign in Israel.
In my picture, the sign isn't connected to a truck.
It operated from a battery but i don't know if it uses solar panel for charging.
The arrowboard CAN be used to indicate the lane ahead is blocked, but right now as you can see in the pic, the truck is parked in the shoulder and is not blocking a lane so the arrowhead aren't visible.
I see this arrowboard have mechanical parts. It isn't in use in this picture.
In our arrowboards, when the truck isn't blocking a lane, the LEDs arrays simply don't operating. They can show diagonal arrows of downright and downleft arrows or X if the entrie road is blocked.
