At least this was done to a crappy shoebox and not a classic cobrahead, though i'd rather this happen to a vintage streetlight intead of it getting scrapped, that is if it's done right.
How do you know which is which when they're not colored? it doesn't look like the words are visible. 150W HPS ballasts are common enough where a new one can just be stuck in though.
Unless you're cheap and greedy! Or just of the "Reduce, Reuse, Recycle" variety which explains me... That's why I have partially-dead ballasts wired in bizarre ways...
I save and recycle scrap ballasts and fixtures, along with bottles and cans that has a recycle deposit. The old HPS ballast was too difficult to remove, so the left it, time is money.
