It's a remote PC kit....I have one of those....seems this fixture didn't have a PC socket..or the previous one was a clamshell...so they did this.....

They should have put this where the PC receptacle provison is on the housing.

Over here they stick the remote socket on the pole.

They used to do that here back when they used remote ballasted fixtures but nowadays NGrid just orders all lights with PC receptacles.

I've only seen them used with some older lights like B2217s. Most lights here have PC sockets but I know Scarborough uses relays.
