Cobrahead with blacked out refractor
There are several fixtures in the area with refractors like this, so I doubt its an accident. Any idea what purpose this serves?
They are in a residential neighborhood in Pehlam, NY.

They usually black them out like that to keep light trespass off peoples property.

This is the cheap version of a glare sheild. When there are complaints from residents this is done. NG just removes the refactor and puts in a flat glass when there's a complaint
