It might of been an old light lease that wasn't needed any more so they took away the light but where to lazy to remove the bracket.

Yes, this is a four-footer. The Westinghouse Tudor is one Westinghouse cobra light I have never seen in person.

There are a Few OV-25 Tudor's in Tyler....however Gadsden,Alabama has more,in addition to also having the smaller OV-15 Tudor.

Tudors are occasionally seen here in Southern California in both sizes. There are two Tudor OV25 FCOs on the 91 Freeway near Compton.
