I remember one pole with tapered Elliptical arms having paintcan ballasts set up just like this with M-250R2s on the masts on Route 10 in Providence. The paintcan ballasts were removed a few years ago though. this is the pole the cans used to be on
I believe most of the poles here has post-top ballasts for lights on metal poles but the poles with twin masts (which were rare from the pics I see) were mounted like this.
Most remote ballasted lights on metal poles here either mounted the ballast on the pole top or inside a T-base. Wood and concrete poles have the ballast mounted on the side of the pole though.
