Cool streetlight circuit set up
On this street in Ontario, CA many of the streetlight arms hold the circuit itself with two wires and two insulators. Never seen this anywhere else in socal. The current lights are multiple HPS.

Now that's new to me! LOL....well not totally, I have seen similar setups in NYC but mostly on metal poles, I have seen wires go on the top of the pole...but sometimes it would go to the arm instead......

Also sometimes I see a wire go from one arm to the next because one may have a bad underground wiring...
