update: none of the lights on this street work and it appears the copper wire is gone from the underground conduit.

Seems like public works has its work cut out for it (pardon the pun). This is why i think handholes need temperproof screws. Confused

Either vandalproof screws or handholes higher up on the pole or something...

RIDOT doesn't even use handholes for most of their individually controlled poles. they all have them but they're all wrapped up ususally. there are manhole convers next to each pole saying "ELECTRICAL" which i'm guessing holds each light's cut-out fuse.
