Yep I got the bulb, the ballast leads were broken off so I didn't get it. Its the same exact type found in my M400R2.

Is 310 watt HPS common in that area?

Yep. Mostly the state owned lights though. Southern California Edison does offer a 310w option, but I have seen VERY few in service.
