Cooper lighting highmast lanterns? (GE HMAA)
This highmast located in the city center of Kiriat Ata and seems to be american, probably Cooper.
The lamps seems to be Super HPS (High efficiency HPSs with 300 torr xenon pressure instead of 50 torr of regular HPSs), as upon ignition, the lamps produce much brighter white light then standard HPS lamps and also start to produce the orange light only after ~10-15 secs of operation.
Since all HPS highmast lanterns of that style do this, it also seems that this is the run-up characteristic of the american HPS lamps (The ones that can't be operated on european HPS reactor ballasts, because of different arc voltage)(The european regular HPS lamps, under normal conditions, produces dark dim pinkish white or orange glow after ignition and the sodium starts to evaporate after ~45 secs).

Those do not look Cooper at all.....they look more closely like GE's but different design...perhaps older?
