The PL house name and number sign/light on the building, where my mother home located

Used also as a security lighting. However most of the tenants, don't turns this light on.
The light were operated by an electronic PC, but it was distroyed, since the manual switch was retained.
Today, it is operated manually.
The light uses 13W single tube PL lamp, with 2 pin with an internal glow starter and operated by preheat magnetic ballast.
In the stairwell, the lights have a timer to turn the light off after a minute or so they turned on.
Turning on the lights in the stairwell, is by switches lit by neon negative glow lamps.
