Actually I got it that way. And ballast is the European style one not the US one. It's an Australian Tridonic ballast. Vid's up of it starting.

YEP! That's for sure! Two issues I had with it is the misaligned label, which I peeled off and reapplied correctly and a loose ballast, ballast was held by a single screw which keep falling off due to a open notch on the ballast frame. I used one of the ballast frame holes so it will stay there.
