There used to be as normal outlet here. When the GFCI circuit breaker went out I thought.. The light is probably overloading the circuit with the bathroom outlets being used for heaters and blow dryers, so I decided to plug it in the garage.
I will continue in comment since there is a stupid character limit. I might need to fix that. xD

I personally put mine ground down though since most right angle plugs here are designed so that the cord points down if the ground is down.
I know NEC allows both but I'm not sure about CEC or Ontario code.
I have even heard of stories when someone drops a metallic shiny gumwrapper on a loose plug and grounding was down and SPARKS WENT FLYING!
Ground up would be better for areas or use when you do heavy work like using a lot of machines, use grounding prong often, always plugging and unplugging. I mean have you guys seen the cracking and chipping around the grounding area...that is caused from frequent plugging in and out....and it breaks the plastic....so grounding up is a safer way to go. For home living areas....either is fine......
Commercials should do grounding up though....and as for if the outlet was mounted sideways...its suggested to have the neutral up and the hot down.
Most outlets that I see here even in commercial, have the ground down.
