Not totally......some other contries have different signs.......in matter of fact, I was living in Chicago area for 3 years, SOME of there signs are different from here in MD, but I've noticed signs from CA and here seems more similar than Chicago and here, but most of the signs are the same in American Sign Language....some other contries may be similar while others may be completely different!
For the Chicago and MD difference is like having NY accent and Southern Accent
Jace, since I am hard of hearing I am used to Pidgin Signed English or Signed English to follow the English grammer that I am used to read and hearing some conversation. It is different grammar structure to American Signed Languange that you are used to.
Actually...I am more Pidgin Sign English myself.....I actually have a very good speech for a totally deaf person! My first language was actually English....said my first word at age 1...before I could even walk! My 2nd language was actually Cued Speech......and at age about 14 I started to pick up more signs.....so believe it or not.....I actually talk most of my time inside my family, I mostly sign when I'm around friends who's deaf.....so don't judge me. Many has misjudged me to be hard of hearing, but I am really over 120 DB hearing loss....however...I can hear 25-35 dB with my Cochlear implant that I got at age 11, however doesn't make me hearing! I am still a deaf lip reader!
Joe_347 is right its a TDD! TDD means telecommunications device for the deaf. Also called the TTY, or teletypewriter, an older term but still in use among the deaf community.
I wear hearing aids and several members have met me in person and know who I am lol. My speech skills go up and down, sometimes I speak very clearly other times I have a hard time speaking clearly. I grew up with SEE (Signed Exact English) ugh I hated this type it was overly logical and very awkward to use.
@Henry: Jace is right about sign languages in different part of USA. Each regional have their own accents just like hearing people have their regional accents.
I have almost 100% loss on my right ear except that I can feel the acoustic vibration at the low frequency end and I have about 85% loss with my left ear.
Hint: 56K something noisy.

Signed Exact English kinda...time consuming
The SEE signs every single word, while PSE is more of skipping some words...and ASL is completly different with no English in it....
SEE: How are you doing?
PSE: How you doing?
ASL: you what's up fine you question mark
What I typed was the SIGNED words in order......you can see the differemces......
