OV-15 with 400 watt HPS ballast inside.
Went to Lowes today and got some screws.. And screwed the ballast in this way. Wired it up and got it to work.

Still need a capacitor and an ignitor.. Went to Graybar, they didn't have anything. I guess I am stuck with online.

I need help finding a good capacitor that is 55 uF and 240 VAC Max or above.

Contact AEL, I'm sure they have them.

Where would I do that?

They actually sell to private individuals?

I always thought you had to be a distributor or at least be a contractor to order direct.

I'm honestly not sure, but at the very least they can direct you to some one that can help.
