Pedestrian crossing 1 light flasher
This flasher is to warn drivers in junctions that there is no traffic and pedestrian lights on the pedestrian crossing, or if both the traffic and pedestrian lights on the pedestrian crossing are green. In the second case if one of these lights or both of them are red the flasher is turned off.

I am guessing the arrows are to show which way that traffic light is for? By the way nice streetlights! The arms there reminds me of the ones I saw in Arizona for the streetlights arms (brackets)

Yes the arrow on the flasher is to show which way that traffic light is for.
These AEG/Philips road fixtures are mounted to a regular electricity pole.

The streetlamps are using one 250W HPS lamp each.

@GullWhiz: The white arrow in blue circle mean "ordered direction of next drive" (my translation into English) - if you are in lane with this sign, you have to follow it, driving anywhere else is forbidden (from the lane, for what it is valid). In other words you have to use the lane, where such arrow goes in the direction, where you want to continue...
I think in US system the equivalent is black arrow in white square, but i'm not sure.

yep sounds right....the ones that has black arrow with the word "ONLY" yes meaning this lane you ONLY go that way.....if you see 2 arrows that means
this lane goes either that way or that way so I guess same thing

What about the blue circle with two arrows on the bottom of the pic pointing at the roads?

@GullWhiz: There you have to decide you for right or left. In Germany are red-white signs with one arrow for that. What is used in the USA?

If you look at my USA traffic light pictures you will see black arrows on white signs.....with curved arrows or straight arrows and sometimes has the word "ONLY" that is it..... If it has 2 arrows one straight and one left turn it means that lane can go either straight or left turn.....if it says left turn "ONLY" then that lane can only go left turn only...

Regarding to "Brackets" in Haifa: Because almost all of the street lights in Haifa in the past was mounted to electricity poles (But with a seperate wire for them) in main roads that necessary more light on the roads it was necessary to use brackets for the street lights. Once the electicity wires are went underground the popularity of this installation of streetlighting in Haifa reduced. In pictures of american street lights i saw that brackets continues to use of mount streetlights to even regular lampposts, while this is not happened any time in Europe and so the distinct american appearance of the installation of our streetlights to regular electricity poles.
Edit: Also I think in Europe street lights was on lampposts without brackets since in this regions streetlighting is the first to get an electricity and the homes get the electricity later and this was just the opposite in North
America. In haifa and its regions this is also accured, but i don't know about another cities in Israel.
