A LED traffic light system near the Carmel Tunnels.

Most of the time the right lights in this smart traffic light system are green and the left lights are red as in the photo.
The orange wig-wag flasher in the distance is also LED based and is used to prevent vehicles to stand on the railroads, that are used by a cargo trains.
You can also see the detector volume of this system in one of the lampposts that one of the traffic lights are installed. But there is also possible that this is actually a hidden camera.
