Signals Permanetly Stuck on Red.
These Signals dont Change....they just Flash Red....Constantly...everytime i see them,theres a Controller Box at the INtersection so a Chance Exists that the Controller has Malfunctioned. 

Also...Look to the Far Right and Notice a Nema on a Classical Arm....with a Remote Ballast (Clipped Wires) and a Tube Type Photocell Fixed to the Top of the Pole.

Likely the signal was causign more harm than good (backing up traffic rather then let it flow better) so they put in flash mode and put up stop signs. The've done that here with signals in areas of low traffic. This intersection could've had the signals installed with all the controls and is purposely in flashing red mode with stop signs so that it can be activated when the area builds up....

Possible Joe,and im sure Nick will know why the intersection is permanetly on Flash.

Yeah they 99% did hold clamshells....the tube photocell thing is a very 50s thing... A member of LG (who tried to join this page but failed to) found some 50s NEMA with tube photocells internally! They actually have the exact same plug in design as the watt hour meters and same size as that!

The signals aren't stuck. Stop signs were put up so they are in a permanent flashing state. What a waste of thousands of tax dollars. The signals were put in permanent flash because the studies done for the intersection didnt warrant it (usually means not enough traffic).

I could almost bet that everything was pulled from the cabinet except the backpanel itself, and hardwired the flasher pack for permanent connections to the signal terminations

Two flashing beacons for each traffic direction would have been plenty suffiecient here. Confused Unless they actually use this triffic light when there's a festival or something around there...

Traffic, when the signals at this intersection were warranted, was more. With less traffic the warrant for full operation isnt there, and the signals are placed in permanent flash or removed. MUTCD spec does not allow a signal head, except where used as a flashing red beacon, to be accompanied by stop signs. Being that stop signs are up is a tell tale sign of permanent flashing operation.
