I take that is they need to speed limit up to 25 miles per hours when it is flashing.

Yep this is in Canada so the speed posted is in metric which is around 25 mph.

A lot of the new ones around here are solar powered.

Hmm haven't seen a solar powered school zone flasher before, this one is a older sign since it reads MAX. SPEED and the newer ones read MAXIMUM on the top.

If you look really closely you can see that there is a older sign under the yellow school zone sign .
