a Lineman Working on one of the Recently Installed Signal Poles....the Former poles at this intersection were silver double guy wire masts with bottom braced upsweep arms.
@gailgrove not sure as i see the same people servicing the lines,lights and signals...i would assume he's a lineman but maybe he's just a traffic signal maintenence guy.
in Tyler all streetlights and signals are city owned....the previous signal setup had poles with lights....the new ones in downtown are the only New Verticles installed so far,everything else new is horizontal.
Looks like he's adjusting the video detection camera. I have also seen flashing yellow arrows in Pasadena and Fullerton, CA. I think this is an alternative to "protective-permissive" eg: "doghouse"
Flashing Yellow arrow is the new federally-madated standard for pocket left turn permissive movements. Four section is approved by the MUTCD. A five section (doghouse style) version of the Flashing Yellow Arrow signal was tested and banned.

Which may be why there's no lights and the traffic lights are mounted vertically......and the others with lights could be state traffic lights....
In MD, we have County traffic lights, City traffic lights and State traffic lights.
