Pedestrian crossing 1 light flasher

This flasher is to warn drivers in junctions that there is no traffic and pedestrian lights on the pedestrian crossing, or if both the traffic and pedestrian lights on the pedestrian crossing are green. In the second case if one of these lights or both of them are red the flasher is turned off.

These AEG/Philips road fixtures are mounted to a regular electricity pole.

I think in US system the equivalent is black arrow in white square, but i'm not sure.

What about the blue circle with two arrows on the bottom of the pic pointing at the roads?
Edit: Also I think in Europe street lights was on lampposts without brackets since in this regions streetlighting is the first to get an electricity and the homes get the electricity later and this was just the opposite in North
America. In haifa and its regions this is also accured, but i don't know about another cities in Israel.
