Replacing lamps inside two lighted pedestrian crossing signs

Here you see the workers of Haifa council replacing lamps insinde two lighted pedestrian crossing sign.
The lamps are probably F13T5 miniature fluorescents as they are thin as T5 and medium length, but halophosphors coated.
They had to turn on all the street lighting in this area to get the fluorescents inside the sign to turn on and check them.
You can see the close AEG Koffer 150 lanterns barely glows one green and one orange (Both are HPS and their polycarbonate bowl are browned).
