Mercury migration in the rectifying US Philips F40T12 operated on an Eltam Perfek-Start thermal starter ballast in the copying room of the storage of Carmel hospital

This lamp is flickers and rectifying for a while, and shows a begining of a mercury migration.
This phenomenon usually happens on lamps rectifying on rapidstart ballasts, slimline ballasts and unprotected instant start electronic ballast and not in switch start (preheat) magnetic ballasts (With the exception of thermal starters).
This is the last Perfekt-Start ballast on the copying room. When the electricians will relamp the fixture, they will replace the Eltam Perfekt-Start with a Shaingout Electronic-Start with an electronic starter and will install a T8 of 36W.
The modern Perfekt-Start ballast have an electronic starter and not a thermal one.
