It probably is 240V with a PC wired for 120V. That seemed to be what was normally done in NEES territory. This is in formerly Western Utilities territory, so i'm not entirely sure if they used the 240/120V lights like NEES did. Interestingly enough, GE labeled their M-250Rs 120X240 as the voltage for the 240V ballasts with 120V PC, which is confusing IMO. I saw it on the nameplate on one of Joe M's lights.
