You can see the highmasts are all lowered in the pic and the M-400 FCOs are fresh-up, probably not connected yet at the time of the picture. This picture is from 2007, so the relighting project happened in 2007 at this interchange. Here it is today, with the highmasts removed. However, most of the tags for the poles remain in the ground to this day. Here's one of the yellow tags. The big number is the pole number and the exponent is how many fixtures were on the pole, since there were varying fixture quantities depending on the demand for the light output. For instance, pole 5 had three heads on it.
