This building has wall lights that may have originally been incandescent. In an effort to save power they probably replaced them all with 41K twisty CFLs. As the 41Ks burned out, they simply spot relamped with 27Ks they got cheaper.
I've seen 3000K CFLs. i think they're a better replacement for soft white since the color isn't quite as drab. the walmart near me has a mix of cool white and daylight lamps. i personally like the cool whites better. IMO daylight lamps are too blue and depressing lol. daylight lamps make you feel cooler in a dark basement but that's good when it's 100 degrees out and you don't bave AC i suppose lol.
IMO the bluer/cooler the light, the better...
