I spotted this at a Red Robins restaurant. This GE LED is very dim. The other track lights have mostly halogen PAR20s. The table lights still have GE LEDs tho.
Westinghouse incandescent bulbs had a major flaw, their stems cracked very easily. In many factory cases I went though at least a couple had no vacuum due to cracked stems.
GE made the best incandescent bulbs they are the most accurate in their life claims. Almost all the GE bulbs I used at work lasted within 100 hours of their rated lives. The 15w soft whites lasted only half of their rated lives though.
LEDs shouldn't be sensitive to switching on/off. I think that this LED lamp is simply defect.
The LEDs don't heats up the whole lamp, so their driver should be able to dispose its heat well.

I have seen some high power LEDs with lumen maintenance problems, but this is the first time I saw a GE LED that dim. Possibly a driver problem or this was in a track light that doesn't allow enough cooling.
Lumen maintenance problems in HPLEDs may caused by overheating.
