We have siren posts in Israel, to warn in case of an attack by an up and down siren, and to announce silence in The Holocaust Remembrance Day and The Remembrance Day for IDF solders that falled in Israel battles by a siren of a continuous tone.
The most antique of them operates by the principle of whistling (By air pressure generated by either diesel or electric rotary screw air compressor, similar to this one).
The modern ones are just electronic sirens speakers that installed on public building.
Most of the fire brigade patrol vehicles in Israel, are usually medium size trucks and they probably uses similar light bars.

by up and down do you mean the pitch rises and falls?....in america that is the Attack Signal too.

It was originally conceived by the imminent attack by an enemies raid, now it being used for tornado warning in the vicinity. The siren is being tested every first Wednesday of the month at noon.

There's an SD-10 not too far from my grandma's house that used to be used for fire calls but not anymore since it doesn't work now but it was purchased from the Civil Defense from what my grandpa told me (who died a few years ago.)

Our old air-raid sirens in cities are pneumatic and are made in Germany by Hörmann GmbH model F71 between 1967 and 1973.
In the hebrew article of war alarm in wikipedia are written that very little of these sirens are in services.
They are replaced from 2005 by electronic sirens, starting with a sirens from an unknown manufacturer for me but of model ECN 3000.
If you want to see Israel sirens, i can only post the links of the pictures of them which are located in the hebrew wikipedia, on the forum.
