ARGGGGGHHHHHHHHHHH!!!!!!!!!!!!!!!!!!!!!
OK, here's what happened.  When the house got upgraded with a 100 amp service 10 years ago, it was grounded with #6 bare wire from the ground rod to the main panel.  While I was moving the first batch of lights into the new workshop, I discovered that some jackwagon cut a three foot section of wire from the house to the ground rod and ripped it off of the plastic clips.  Now, I had to go to Home Depot and get 20 feet of #6 THHN wire to replace it.  Just one of those easy pain in the a** jobs.

These wires don't need conduit? Shocked or is that a violation too?

Grounding wires do not need conduit. It would be helpful to make it even harder for copper thieves, but using THHN insulated wire at least from the ground rod to the main service panel is more than adequate.
