Actually I remember one of my friends got in TROUBLE for walking on a "Don't Walk" There were no cars at all....he got FINED! You can get FINED if the cops caught you!!!
Also you can get hurt...purpose of this is because a lot of the laws, even on a red light, cars CAN turn RIGHT.....and I remember someone on a bike riding and not following the sign GOT HIT by a right turning car (it happened near FGS's new house) In fact TODAY I almost hit someone who was in a hurry and wanted to cross, while it was still on "Don't Walk" I let him go even though it was still "Don't Walk" So honestly, follow it, or someone can hit you!!!
In here we have some signs that say "No turn on Red" and usually that purpose is to allow someone cross the street, the other reason would be to have cars driving foward....
But I know some intersections that are too dangerous to break the rules..and they don't go "Walk" until ALL cars are stopped then ALL "Don't Walk" turn into "Walk" in both ways...
someone can hit you when it's on walk too. It happened to my friend. A car turned right on red and struck him at around 20-25 MPH in April of this year. Thankfully he's alright.
Yeah but you got a HIGHER chance of getting hurt if you walk on a Don't Walk...
I remember in Baltimore City, on January 2005 I was walking with my ex-gf I was nearing an intersection....it said Don't walk.... and it was empty...the roads were all quiet.....but in a split second a big truck going in HIGH speed (way too fast) and made a lot of noise PASSED the intersection.....I was thinking...someone if didn't follow the sign..would have been SPLATTERED IN BLOOD!
There's one in my old town that doesn't change to walk EVER! Never saw it change to walk. I pressed the button but never changed. At least the intersection is quiet most of the time except during rush-hour. Makes me think it only works during rush-hour times.
What is the ped on the other side of the street say? It may be a bad module, to display half and half like that. Does the countdown work? We have Dialite countdowns and they have 2 sections, "Hand-Man" and the countdown. If is an open neutral, the conflict monitor should trip putting the intersection in "Flash".
This sure needs to be fixed and this needs a new LED module in it. xD
Would anyone know the brand of the LED module?

Most of our intersections have ped signals now except for a couple in intersections in an industrial park.
