Aha, these look like what they used in groups of eight on highmasts on highway 401 near Toronto Pearson airport. Only changeout stretch so far on Toronto MTO freeways.

I wonder if those were a test install for a eventually conversion of all the MTO freeways to LED. The new 407 extensions were all LED so the MTO is definitely going LED for sure.
