Excellent CLEAR close up shot!
Also I notice the GE logo is of the older design, they redesigned the logo in 1989!
My GE M-250R2 with a CWA 70 watt HPS ballast is from August 2008! Pretty new! Never been in service either!

I don't see any difference in this logo and the current one.

Look at the 4 swirls around the circle and the letter "E" swirl....it was modified a little that most don't notice it.....

The newer one had less fancy swirls, just more simplified swirls.
